These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and report to a more senior Supply Chain Officer receiving guidance and regular feedback on work performed which is essential to facilitate learning self-development and possible assumption of expanded responsibilities. Job holders at this grade level are typically “contributors” and work closely with a more experienced professional staff member. They carry out analytical work and come up with recommendations on supply chain related matters.
Position Title: Pharmacist/Health Supply Chain Officer
Service Contract for duration of 12 months with the possibility of extension.
Level: SC 8
Salary starts from AED 24,374.25 per month (inclusive of pension), plus insurance and other benefits.
Under the overall guidance and direct supervision of WFP/UNHRD Hub Manager, the incumbent, based in Dubai-UAE, will be responsible for the supply chain management of medicines, medical supplies, equipment, and any medical goods owned by global partners stored at the WFP/UNHRD Dubai warehouse.
KEY ACCOUNTABILITIES (not all-inclusive)
1. Contribute to the development of health supply chain (HSC) management plans and procedures, in line with global WFP supply chain strategy and regional/functional policies and plans, to achieve operational cost efficiency and agility in response to health emergencies and pandemics.
2. Act as the focal point for World Health Organization, Food and agriculture organization, USAID/OFDA and other UNHRD HSC Partners in the context of health emergencies and pandemics in addition to UAE Governmental Institutes including International Humanitarian City, Ministry of Health and Dubai Municipality.
3. Maintain contact with relevant partner institutions. Perform as technical advisor to partners and supply chain team in their selection and procurement of medical supplies through technical evaluation of bids.
4. Provide assistance to build technical competency in WFP SC within the elements of pharmaceuticals and medical consumables in line with SC global guidelines and WHO Quality Assurance Modules.
5. Support the critical function of WFP in emergency preparedness through augmenting the ability of WFP to continue responding to a multitude of health emergencies and pandemics through leading timely preparation of medical supplies and equipment in UNHRD Hub.
6. Provide strategic support to global partners to enhance supply chain and operational practices through sharing HSC knowledge and best practices within the health ecosystem.
7. Ensure the implementation of WFP standard operating procedures along the HSC structure in line with WHO good storage and distribution practices guidelines.
8. Manage storage and transit of medicines and supplies according to World Health Organizations and the Ministry of Health UAE standards and that the cold chain condition is fulfilled.
9. Support monitoring of medical supply chain activities to check that appropriate internal controls and risk mitigation measures are followed to increase overall performance and quality of supply chain operations.
10. Work closely with HSC Partners and pharmacy team to keep an UpToDate cold chain technical guidelines in addition to utilizing Technology innovations for cold chain management.
11. Support standardization of the health commodities’ specifications and master database in WFP supply chain and among all stakeholders.
12. Propose and implement the best commercial sector practices for the management of the cold chain.
13. Provide specialized support to logistics operations and supply chain activities, following standard processes and contributing, directly or indirectly, to the safe and effective delivery of medicine to beneficiaries.
14. Submit a work plan to the WFP/UNHRD Manager by providing advice on how to proceed with the inspection of drugs, pharmaceuticals and medical supplies and give direction on how to re-kit the material if required.
15. Manage the accuracy and integrity of receiving and shipping processes of the medical supplies according to World Health Organization and WFP/UNHRD standards, system using ‘First in First Out’ as defined in the Standard Operating Procedures.
16. Supervise preparation of all relevant shipping documents related to controlled medicine, batch release certificate and import/export permit approvals from the Ministry of Health, UAE.
17. Monitor inventory management processes to track trends and account for the inventory status in coordination with UNHRD global partners.
18. Establish; transmit to WFP/UNHRD partner’s monthly inventory reports; receptions and distribution of pharmaceuticals and medical supplies. Assure that new suppliers and new material codes are correctly incorporated and submit timely information’s in the system.
Education:University Degree in Pharmacy and advanced University degree preferably in Supply Chain Management, Logistics, or other related field, or First University degree with additional years of related work experience and/or training/courses.
Experience: UAE Licenced Pharmacist for at least 5 years. A minimum of five years of relevant experience in the area Pharmaceutical Logistics, Supply Chain Management, Warehouse Management with working experience in the Healthcare sector for at least three years.
Language: Fluency in both English and Arabic language.
